Did you miss the part in the manga where Hagoromo said that to undo Infinite Tsukiyomi that both Naruto and Sasuke must preform the rat seal? Sasuke cannot kill Naruto and Naruto cannot kill Sasuke because if either of them dies it's game over; everyone will be stuck in the Infinite Tsukiyomi. Neither of them wants that to happen.
