Maybe Naruto can choose how thorough the henge transformation jutsu is? Although I think this was called the sexy jutsu, so maybe he adapted it for Jiraiya.

at the end of the day transformation jutsus are visual not physical. He can't actually turn into a girl and have a fuckable vagina. He can make himself look like a girl 99% of the way but when they try to stick their dick in it it'll just bounce off. This is a pretty "realistic" pic for the universe in which they live.

I mean, there was that super important incident that got tons of attention drawn to it at the time where Gamabunta asked Naruto to use said transformation jutsu on the two of them together so that he could get some claws to hold onto his opponent with....
