It's even mentioned on the upload page, where you are explicitly instructed to use it to check if your image has been uploaded before.

IQDB will detect deleted images. In fact, it'll even detect images that have been completely purged. In this case, clicking the link provided by IQDB will redirect to the post listing, as the post page will have been removed as well.

Even if the upload page doesn't actually mention that IQDB will detect deleted images, it will, and you're supposed to be using it anyway.
