Oh they wouldn't put a bulge on a figure that kids may see. Hell even the GUY action figures probably don't have bulges so that's no excuse. She's still a sexy shemale to me

Sorry but just because the artist/sculptor doesn't do shemales doesn't make her canonically fully female. If I had the spending cash to buy her figure I'd keep the clothes on and pretend she's a shemale as that's how I prefer her.
