Probably the most developed pairing in series.

On top of that, these two are among very few characters that practically didn't have any faults in how they were written, aside from Temari not being given enough screentime in part 2.

The most development they had if you can call it that is when one of Temari's team members said she was attracted to a smart guy during the war. This is just another attempt to insult Hinata and all the attention she gave Naruto, which is a lot more development than these two.

I like Shikamaru and Temari but they are just flat out not the most developed.

To be fair, Shikamaru and Temari had their individual character development during first season. It's just that during time gap and second season they stopped developping. As for the relationship between the 2, it was not yet official but already hinted in first season so...

With that said, i do agree with anon3, some people are just ready to go to any length to refuse to see Hinata for who and what she was and has become. Same problem with many other characters really, it's juste she's the target these days (probably because NaruSaku fans are now teaming up with anti-Hinata fans, which was not the case before)
