Urban Dictionary isn't exactly the best place to get an accuract definition of a term nowadays. Anyway, even if she isn't Japanese, there's nothing wrong with a non-Japanese person doing this or having an interest in Japan, as long as she does it out of respect for the culture, and doesn't say she is Japanese or pretend to be Japanese.
