That's the law there believe it or not. You can't show genitalia at all even in a non sexual manner which is the case here. Here in the States, there's plenty of cosplayers who show everything (yes including pussy) and get away with it because well, we don't censor porn! Breasts and ass is fine though but no dong or slit?
Hentai is rife with stuff like this as well as doujinshi not showing any of the mentioned stuff. Doujinshi is in a legal gray area but the artists still censor the stuff regardless so they don't risk going to prison.
She's fine as hell though and if she came here to the States, she can do what she pleases.
