He is, just no one can think about how he is super busy keeping his children's worlds peaceful and along with Sasuke risking his life on this long ass mission too keep this Kaguya BS away from Konoha. Just a plot leading up to the new movie Kishi wrote himself.

GT was an anime only series that was not adapted from any story in the manga. Kishimoto is continuing his story. So no, he isn't making his own GT. He's just milking the cash cow as much as he can.
