First off, she only baked the set for Okuma with her "love juice", second, Okuma does love Anna, but the reason he isn't just blindly letting her rape him is because he's disillusioned by it. He fell in love with her pure and idealistic side, not the side that's so obsessed with his body that she wants to hump the shit out of him (even though she doesn't even know what that would actually entail due to bad parenting and schooling regarding sex).
And the fact that her yandere mode kicks in later on in the episode doesn't help things. Putting a pair of scissors to Ayame's throat and asking what their relationship (her and Okuma) was, and even getting some questionable tools hoping to extract Okuma's love juices for herself (which would have been horribly painful).

First off, she only baked the set for Okuma with her "love juice", second, Okuma does love Anna, but the reason he isn't just blindly letting her rape him is because he's disillusioned by it. While at the start Anna had that pure and innocent vibe to her, after he accidentally kissed her, she went batshit crazy and is now lusting over him, and just like Ayame said, she is confusing love with lust.
Add in the fact she also goes yandere and would have killed Ayame by ramming a pair of scissors in her throat if she didn't give her a good answer, and yeah it is pretty normal for Okuma to NOT want to do it with her. He himself also says that he was in love with her pure and innocent self before she transformed into a raving lunatic.
The sex might be awesome, but all the problems that would come after is NOT worth it, especially if the girl il willing to kill everyone that would get in her way.
