The "Harpy-Tag" might be misplaced here. She was armless at one Point of her Life i think - and then Tralvagar Law put these Wings onto her with his Devilfruits Ability.

I have no 100% Proof right now but i think this is why she has Wings for Arms.

That wouldn't explain why she has bird legs though. The harpy tag should stay because by definition, a harpy has the wings and legs of a bird, some having the body (torso) of a female human, or just the face of one. Even if she's not a harpy by birth, she should be considered one because she's not fully human.
