Hypothetically speaking I'm pretty sure that the suction of the pool draining miiiiight pull the plug back in if it is drawn back over plughole again, which would give slack to both ropes. Bit of a gamble, though, and doesn't solve the central problem of just becoming exhausted. Unless there's a sweet spot for the water level where the buoyancy of the water reduces her weight enough that the noose doesn't tighten beyond just holding her head above the waterline. In which case she survives.

Lot of ifs, though. Kinky as the image is, I wouldn't want to be in her place.
