ガルパン劇場版お疲れ様本イラスト描いてた時の落書きにざっくり色のせてみる
地球と諸々が落ち着いたらまた九州遊びに行きたいぞ〜

Sunshine and an Outing in Kumamoto
Everyone did a great job on the GUP movie so I tried to use some of the same coloring for this illustration.
I really want to go visit Kyushu once the ground settles.

The text is "とりもどせ" ("take back [IMP]"). The horizontal stroke on て (invariably, I think) goes up and to the right if it's not just horizontal. I see where you got the meaning for "てりもでせ," but it still doesn't really make sense. "でせ" isn't a word I can find. Still can't get a clear picture of what the caption is saying (since I apparently live under a rock and don't know what was going on in Kumamoto).
