Eureka in anime is loli but... I certainly doubt that artist made her as loli here.

In my opinion "loli" tag should be removed. While looking at her I get the feeling that the goal here was to make the more mature version of her like here:

Are we talking about the one on the left? Because there's two different girls here, and the one on the left looks young except for a particularly juicy rump, which has not generally been considered a qualification for not being loli. She... doesn't really look mature at all, and y'all are weird, and this bickering on the site about "ZOMG! That girl who has the proportions and general appearance of an 8-year-old has titty too big!
