I concur with the previous opinion, this could be any number of happenstances. For example the man could be looking for his missing car keys, or could be participating in a febreze performance test on dirty underwear, or is a bank robber that failed and is on the run from the police and has chosen a poor hiding spot to lie low, or could be a street magician about to make a flock of doves appear?

About the picture - it and its kind needs to go. There are other places on the net for these kinds of edgy images. This place is already edgy enough on it's own terms don't you think? Let's not destroy a good thing while we have it. There is more cultural importance in Gelbooru than on the mayfly websites that would replace it if something were to happen.

My point, that you don't get is that this website which is still legal in the US (but probably illegal in several other western nations) is hosting images which many people find really morally reprehensible. There are many really influential people that work for getting images like these deemed illegal to distribute and posses like child porn is today. They have succeeded in many places where now "drawn child pornography" is illegal like the images featuring real children is.
Of course this is stupid, it is just images right? No one were hurt in the making of them. But these people are so driven my their emotional crusade and ideology and are often totally unwilling to to consider the negative consequences of their draconian laws. Even Japan is heavily under fire from international organizations and are giving in more and more.
In this climate Gelbooru is doing its thing and is doing a great job about it. Needless to day, being responsible for an archive of all these images and all the activity on this site is not a job without hardships and the more "edgy" the material which is hosted here
the stronger the hardships will be for the administrators and the owner.
If I was the owner I would ban all images that were of real people from the site because when you disallow real people at all, you lose a lot of the slippery slopes that might get the site in trouble. And those kind of images are not an important part of the site at all, in my opinion. I think it is quite generous of the owner to allow reference and cosplay photos, because while they are part of the whole japanophile culture, they might invite other kinds of images on board like the one posted here and other types with more shocking potential.
I'm not one those who say they dislike seeing real people and only get exited by looking at anime girls. In fact I'm not a great fan of the artstyle. I much prefer real people. The reason that I come to this site is because there is a lot of good erotic art that shows situations that would be morally questionable, as well as severely illegal with real models.
For real pictures there are thousands upon thousands of other places you could go. Why pollute the harmony on this site by posting that here?
The net as it seems today seem to be a boiling chaos of user generated content, much too vast for the hard-working moderators to be able to trawl through.
Take Flickr. If you want to see pictures of really scantily clad girls who are really young, just go there. And most of them are totally legal as well! The moderators there do moderate a lot, but the amount of work there is far to great for them. And if you are into 18 and 17-years old pretending like they are 10, then fine, there are a lot of images like that around, just don't post them here! Please! Be sensible! Be clever!
