If we reset all the scores, they'll be voted right back down again. It doesn't matter if we record all of the IP addresses used to votespam and ban them all; there are so many proxies out there that they will have absolutely no problem just getting new ones and doing it again.

The only real solution I see to this is locking votes to users with accounts only and not by IP.

That doesn't work either. It's actually easier to create new accounts than it is to get new proxies. No email address is required, so you could literally make a brand new account for every vote and never use the same account twice.

I know this will kind of ruin the whole annonymous thing, but what about requiring everyone to put in their email account on their current one and for newcomers in order to vote. And also limit the number of accounts one can have. And if they're found to have more than the allowed number of accounts, they get banned.

That does kind of ruin the anonymous thing. I'd be all for it, but the site owner is pretty adamant about the anonymous thing, so I doubt that's going to happen.

Also, it'd only be marginally effective. Even mods can't see who voted on each image, and we have no way to see the email address attached to an account, so that would be really difficult to enforce. Also, there are services that offer temporary email addresses that last a day or so, just long enough to complete an email verification. Use these plus proxies and we're in basically the same boat.

What about doing what Sankaku, Yandre, and similar ones did and just remove the ability to downvote posts, but also remove the ability to downvote comments as well. I know it doesn't solve the problem, but at the very least it should prevent unwanted blacklisting.

Everybody! Notice the nonsensical downvoting carefully. Do you see what's going on? Even the comments talking and speculating about what is going on with the downvoting are being downvoted by that very same person/process, and this person is also upvoting the people who don't believe this is actually what's happening, because they are unwittingly on his side. This comment will probably get downvoted by him as well.
