yes. that's just how some designers make them. some position it above the clit, some replace the clit with it, and some have it replace the entire top part of the vagina and cover the urethra.

FuTa is pretty spot on with that. It's not any less if it's designed like that and, not to be "that guy" the latter is much more along the lines of "anatomical correctness" in any relative fashion, and is my favourite kind of futa regardless. It's pretty rare imo
