I think its the order in which the girls were presented as possible love interests. Tabitha was introduced earlier but only got a bit of waff-time with Saito once he returned after meeting Tiffania.

Tiz not just "interests" but the order of his wife harem j/k. Though personally I think Henrietta should be #2 just for sake of her royal standing. But to think Sylpheed is in the running, guess even a dragon can hold romantic relations with humans/humanoids, just make sure she has plenty to eat.
