Age has nothing to do with the 'loli' tag's use. It is for posts containing characters who appear to be underage, regardless of their actual age.

I suppose in that sense though it does have to do with age since physical appearances need a point of reference.

'Underage' doesn't mean 'infant', it means 0-17.
Also, you can click the 'Tags' link under History to see who added and removed tags.

the loli tag, at least on this site, is for questionable or explicit images with characters that appear to be underage regardless of their canon, or in this case, the goofy title of the JAV. a real image of a person fitting this definition of loli would be deleted.

the woman in this video does not appear, except in the most egregiously ignorant western opinion, to be underage.
