There is literally nothing to indicate Ryoga in the picture. It's a lightly-tanned muscular male with fair skin who, whether by intention or accident, is too short to be Hibiki.

It's just 'generic faceless male in hentai' guy. You can imagine it to be whoever you want, but we can't see the face or haircut, nor are there any clothes laying around to suggest a specific character.

I suppose you can rule out Mousse and Soun based on hair length, or Genma based on physique. But besides Ryoga, there's Tofu, Kuno, Sanzenin Mikado, Mint (who is actually pretty short), Lime, Shinnosuke, Kumon Ryu, Kuno's dad, and many, many more.

It is just a case of the artist being lazy. It is a really nice picture but it is totally ruined by the fact that Ranma is fucked by this midget. The artist really should redraw the picture since it is so nice, but I guess it is a case where he is just to lazy to do it?

Maybe somebody that is his Patreon can make a Patreon request that he fix this? I mean even if he draws a new a picture it won't be the same Ranma, so it really does need to be fixed.
