Psychological conditioning. She's been trained to keep her arms up like that. Very likely they simply strapped her up and then whipped her every time she tried to move her arms.
Once you psychologically condition someone to do something, they are powerless to act against it. Domesticated baby elephants are often tied with a rope by one foot, so that when they grow to be adults they are powerless to escape once you tie them down, despite the fact that they have the physical strength to do so.
