This is just the RNG of Fire Emblem in general. Think your Petra is safe from that 1% Critical that would definitely kill her? Think again. Think your Lysithea with 99% Accuracy would kill Death Knight and that she definitely won't miss allowing Death Knight to one-shot her? Think again. Have the Staff that has Aegis and Pavis built in which should have her survive equipped? Nope, won't activate because RNGesus says otherwise.
