Setsuka's ethnicity is actually a major plot point in her backstory; she has a Japanese father and a Portuguese mother, and thus was treated quite poorly (as most hāfu are; she was born on a ship that was on its way from Portugal to Japan, though her parents died on the journey there, and despite the first land she had ever set foot on being Japan, she was still ostracized, having been called a "demon girl" as part of being blamed for her parents' deaths). Her social standing because of her mixed heritage and the mistreatment from her Japanese family members led her to flee the house as a child, and she almost froze to death before being found by Shugen, the swordsman who taught her how to fight as she does. Her whorish look comes from her wanting to get some level of disregard from others, because if nobody bothers with her, then she won't have to worry about anyone knowing who she and her teacher are.
So yeah, she's not an example of cultural appropriation, and is in fact a character whose roots are in Japan's history of racism. As for why she isn't more popular... I guess people are just too busy being obsessed with Ivy's, Taki's, and Sophitia's tits, seeing as they're much more the classic characters. So basically, just the fandom being more attached to the other characters.
