Why was this changed to Akame Ga Kill? This is 100% Jill Valentine, Her distinctive brown boots and her white top she wore tied around her waist in RE3. Plus, this was posted immediately before 5609385 and came from the same source, given the identical resolution, aspect ratio, etc. Besides, this doesn't match absolutely anyone in AGK...

I've taken the liberty of posting the link to pixiv (so please, don't make me delete resident evil tags a third time).
The artist clearly states that it's from AGK, though it is a minor character.
