If the Artist tag is accurate there, it would suggest two things:
He has Actively played VG's recently, that combined with the fact that he made this Elf Sprite Image leads us to believe there may be some serious consideration involved. He maybe opened to commission work, If that wasn't created out of his private interests/collection.
So As it stands, it remains a roll of the dice.

whether it becomes a game or not there are still more sprites, on the same page as the elf sprite on this link jikozel.sub.jp/ (thanks for that link in the anubis picture EricFong), there happens to be a baphomet sprite (though its not animated like the elves)
If it does become a game im guessing it has a 50/50 chance of being censored or uncensored though im betting fights will be in sprite form if the game plays like a turn based (or sidescrolling) RPG game

I'm In favor of Sidescroll ala Zelda2. Turn based games are, Primitive to me. It's Like, You Hit me*Hit*. O.K. Now Stay Right there and I'm Gonna hit you. O.K. *Receives Hit* My Turn you stay while I hit you. O.K. *hit* Ah, you got me *falls* *collect stuff and $* AND its like that for the WHOLE game. I don't know about you, but I need some action and verity in My games. Fighting games are way better in that regard, since you can dodge, block, counter, hit, jump, combo, special, grab, etc. RPG's are good for story progression adventure, Fighting Games are good for Action.
Zelda2 had/has an awesome blend of both, it's too bad nobody really remembers that sweet game; partially due to the fact that it was foreign/difficult to what they were used too or expecting at that period in time, and it's a real shame because once you got accustomed to it, you wonder why Nobody ever attributed the style of it for any other game made afterward. Well, there were a couple of games, I think, but they fell under the radar. Again, it was one of those concepts that arrived before its time.
Also This is Remotely Relevant; Not Mine, Found it In the Bucket, Credits where Applicable, Please Remove if in Violation, Not Sure if link Works(Image Involves Zelda2 and Crude Humor Taken from a Real Cap'80% Sure' within the game) with Gelb Code:

So we have two 50/50s?
1. Fighting Game or RPG/Turn based.
2. Censored or Uncensored.
Provided the Game will be made at all and with Naughty content.
With a fighting game, at least there would be some mild incentive for me to play, given Kenkou kurosu's Established Credibility.
