This isn't taking into account that Hinata wears a thick armored shirt. That isn't a fish net top under her jacket.

The "fishnet" is actually wire-mesh armor...So yes it is.

The clothes themselves aren't armored...jist baggy.

The "fishnet"/wire-mesh armor is worn over/woven into a thick shirt/sweater to act as padding. The mesh/wire protects against slices, and the padding protects against blunt weapons. It isn't very good armor if the other guy tries to stab you however.
