Considering that three of the characters are Russian (four if you count the "L" block), the Kremlin (shown through the window) and the CCCP flag are in the background, that "the feeling this image has something to do with Russia" thing is pretty obvious. (Dunno what Niko's doing the picture though, considering the fact that he outright states that he isn't Russian, and the fact that Niko's nationality isn't clearly stated in the game despite the fact that he speaks Serbian.)
