Well, going by game logic...

Johto arc takes place 3 years after the Kanto arc. In Gen 2, you needed a time capsule to trade; that is, you needed to send Pokemon back and forth through time. In the Gem 3 remake, Kanto is connected to Hoenn in the Sevii Islands for trading purposes, and they both share an island or two when it comes to tickets via events for boat trips.

From this, we can deduce that the Kanto and Hoenn arcs take place at the same time in the Pokemon world, meaning that the Johto arc is 3 years after them. Therefore, the Johto characters are 3 years older than the Hoenn characters.

Fixed.

Haruka, Yuuki, Red, Green and Blue started their journeys at 11, so they should be 14 for Generation II and IV while Hibiki, Crystal, Silver, Kotone, Hikari, Kouki and Jun are all 11.
