Yeah, that's definitely a cosplay. See the belt? Especially the Dyno Buckler; It looks more block-like than it'd be if than the actual prop.

What's funny is, in sentai terms, this is both an impossible xover ship, and shotacon. Barza would not appreciate having to bail Mei/Ptera Ranger out of jail...
