It should have kept the fire theme throughout the whole picture; it would have be good to visually compare all the 3rd stage evolutions of the fire starters in this art style.

On the topic of the starters, I would say this was from the manga but... Diamond had Torterra, not Empoleon. It could either be a mistake or, as was already said, just the artist's favorite starters.
