It is set in an alternate history Japan reeling from the aftermath of the second World War. This alternate Japan has a special police force known as the Kerberos Panzer Cops, a team of highly trained counter-terrorism policemen who wear a distinctive armor and gas mask with red eyes. The film tells the story of one Kerberos Cop, Fuse Kazuki, who is sent on a routine assignment to eliminate terrorists encouraging violent anti-government protests. However, the mission goes wrong once Fuse finds himself face to face with a young female terrorist and is unable to pull the trigger. His hesitation nearly gets him killed in the ensuing explosion and although he survives, his actions are questioned by his superiors and he is forced to undergo more rigorous training and scrutiny. Fuse follows his orders, but is traumatized by the terrorist's death, which interferes with his duties as a Kerberos Cop. One day, he meets a young woman named Amemiya Kei, who bears a striking resemblance to the deceased terrorist, and strikes up a relationship with her. However, Fuse and Kei are soon embroiled in a larger power struggle between his own unit and a rival group called Public Security, which threatens the two's budding relationship. The story makes numerous allusions to and is partially based on fairy tale The Little Red Riding Hood, specifically the darker versions of the tale. The film was critically acclaimed, winning Best Asian Film at the 1999 Fant-Asia Film Festival, Best Animation and Special Jury Award at Fantasporto, the Minami Toshiko Award at the Yubari International Fantastic Film Festival, Mainichi Film Concours at Manichi Film Concours, and Special Award at the Japanese Professional Movie Awards. The film was remade as a 2018 South Korean live action film called 인랑 Illang, the same name as the Japanese original but translated to Korean. It was written and directed by Kim Jee-Woon and starred Gang Dong-wan and Han Hyo-joo as the main characters.
