That's likely because there's one more page.

Note tiny naruto at the bottom. The other page would have tiny sasuke and most likely sasuke's susan-0 on the opposite of kyuubi.

anon 4 : compare what Iruka did to Naruto and what Kakashi did to Naruto is like grain vs stone .
Iruka only appeared in a dozen chapter when Naruto still prepare for Chuunin exam , and then disappeared till Shinobi war act .

anon 4, i think they put the most important characters in there, the ones who generated the entire plot of the story. All there missing is hagoromo, kaguya, and black zetsu.
